EC Cleaners Network · From Requirement to Evidence
Need a TR19 cleaning certificate or post-clean report for a commercial kitchen? Establish what work was completed, which parts of the extraction system were covered and what evidence your insurer, landlord or facilities team needs.
Send an existing report or explain the requirement and deadline. EC Cleaners Network coordinates the enquiry; the appointed independent specialist is responsible for the cleaning, technical findings and documents it issues.
What should a TR19 cleaning certificate and report include?
A certificate is a summary of the contractor’s documented work. Read it with the post-clean verification report, including system identification, the work completed and any limitations. It should not conceal an inaccessible or uncleaned section.
- The site, cleaning date, contractor and system covered.
- Before-and-after photographs and relevant verification results.
- A record of the cleaned route, access limitations and outstanding actions.
- The recommended next action or inspection/cleaning interval, with its basis.
Where a VHR-registered contractor notifies the work, establish which VHR notification is included and whether it records a full or partial clean. A contractor’s hygiene certificate and a VHR notification should not be assumed to be the same document.
See BESA’s kitchen extract cleaning guidance and its explanation of VHR notifications.
Certificate costs and insurance requirements
Ask whether reporting and any applicable notification are included in the cleaning quotation or charged separately. System size, grease condition, access and working hours drive the work required. Compare kitchen extract cleaning costs and quote inclusions.
Provide the insurer’s or landlord’s original wording before booking. The originating insurer or professional decides whether the resulting work and evidence satisfy its requirements; EC cannot guarantee acceptance or validate insurance cover.

Ask about a certificate, report or cleaning requirement
Tell us your site postcode, deadline and whether you need new cleaning, clarification of an existing report or help defining a quotation. Email documents to info@searchandsubmit.com if needed.
Search and Submit Ltd uses your details to respond and coordinate the enquiry, including sharing relevant information with appropriate independent specialists. Read our Privacy Policy. Please omit unrelated personal or sensitive information.
Commercial kitchen extract requirements across the UK
EC Cleaners Network supports organisations that need to turn a commercial kitchen extraction or ventilation issue into a clearer contractor requirement.
The starting point may be a routine cleaning requirement, an existing TR19® report, an insurer recommendation, a fire-risk action, inaccessible ductwork, incomplete evidence, a refurbishment, a new opening or a multi-site maintenance programme.
EC helps organise the information already available, identify the appropriate service pathway and approach potentially suitable independent specialist contractor capability according to the requirement, geography, access conditions and availability.
The appointed contractor remains responsible for inspecting or assessing the site as required, establishing its technical scope, providing its quotation, carrying out the physical work and issuing the appropriate records within its appointed scope.

What type of kitchen extract requirement do you have?
Geography is only one part of contractor selection. The work type, extraction system, access conditions and evidence requirement also need to fit the contractor being approached.
TR19® Kitchen Extract Cleaning
Requirements involving grease-extract canopies, plenums, ductwork, risers, fans and associated discharge routes.
TR19® Air & Ventilation Hygiene
General supply, extract and airside ventilation hygiene requirements that should be distinguished from grease-extract cleaning.
Extract Access & Remediation
Requirements involving inaccessible ductwork, inadequate access openings, roof-level fans, high-level restrictions or repeated exclusions.
Report & Evidence Review
Use an existing report, certificate, quotation, photographs or previous contractor records to understand what has already been documented and what remains unresolved.
Contractor Assurance
Consider the proposed contracting entity, relevant capability, insurance, scope, access assumptions and expected completion evidence before appointment.
Submit a Commercial Requirement
If you are unsure which service or region applies, send the information already available and explain what has triggered the requirement.
Commercial sectors across the UK
The physical kitchen extract system may be similar from one property to another, but the operating environment can completely change how work needs to be planned.
A restaurant, acute hospital, university campus, food factory, hotel, heritage property and distribution centre can each impose different access, hygiene, security, permit, trading and evidence requirements.
That is why EC combines geographic coverage with sector context rather than treating every requirement as a generic cleaning enquiry.
National and multi-site kitchen extract requirements
Some requirements are better treated as portfolios rather than individual locations.
Restaurant groups, hotel operators, care organisations, healthcare estates, universities, facilities-management providers, landlords and other multi-site organisations may need several properties reviewed or procured through a consistent process.
That does not necessarily mean every property requires identical work. Different sites can have different extraction systems, access conditions, operating hours, previous reports and outstanding actions.
The value of a portfolio approach is consistency in the information used to procure each requirement and consistency in the evidence expected afterwards.
For multi-site portfolios: keep each site’s trigger, system scope, access restrictions, previous reports, contractor appointment and close-out evidence identifiable at property level rather than combining everything into a single generic instruction.

From a UK requirement to appropriate contractor capability
A national network is most useful when it improves the quality of the requirement rather than simply producing a long list of contractor names.
- Identify the location and trigger.
Record the property, region and reason action is required: planned maintenance, report action, insurer request, fire-risk recommendation, audit, refurbishment, opening or another defined requirement. - Collect the information already available.
Existing reports, certificates, photographs, quotations, system drawings and previous exclusions can significantly improve the next enquiry. - Clarify the likely work type.
Separate kitchen grease extraction, general ventilation hygiene, access problems, remedial requirements and evidence questions rather than combining everything under a generic cleaning description. - Consider contractor fit.
Geography matters, but so do competence, work type, insurance, access capability, sector environment, programme and reporting requirements. - Keep close-out evidence visible.
The final record should distinguish work completed from anything inaccessible, excluded, deferred or still requiring further action.
Reports, insurance, fire risk and inaccessible ductwork
Many enquiries begin because somebody else has already identified a concern. That could be a cleaning contractor, fire-risk assessor, insurer, facilities manager, consultant, landlord or internal estates team.
The useful next question is not simply “who can clean it?” It is often “what exactly has been identified, which system sections are affected, who controls access and what evidence will demonstrate the resulting action?”
UK kitchen extract coverage: frequently asked questions
Does EC Cleaners Network support commercial kitchen extract requirements across the UK?
Yes. Commercial requirements can be submitted from England, Wales, Scotland and Northern Ireland. Coverage depends on the technical scope, geography, access conditions, programme and availability of an appropriate independent specialist contractor.
Does EC Cleaners Network carry out the cleaning itself?
No. EC Cleaners Network is operated by Search and Submit Ltd. Search and Submit Ltd does not inspect, clean, test, survey, design, remediate, certify or technically approve kitchen extraction or ventilation systems. Independent appointed contractors and competent professionals remain responsible for their own technical assessment, quotation, safe working, physical delivery, reporting, certification and professional conclusions.
Can I send an existing TR19 report, quotation or certificate?
Yes. Existing reports, certificates, photographs, quotations and contractor correspondence can be useful because they may show what was inspected or completed, which sections were inaccessible and what remains outstanding. EC does not technically approve the report.
What if part of the kitchen extract ductwork cannot be accessed?
The affected section and reason for the restriction should remain visible in the next requirement. Depending on the installation, further action may involve additional duct access, safe high-level access, roof access or another enabling measure determined by an appropriate competent specialist.
Can several sites be submitted as one portfolio?
Yes. Multi-site requirements can be submitted together. Each property’s system information, access restrictions, previous reports, scope and close-out evidence should still remain identifiable so that differences between sites are not hidden inside a generic national specification.
Are TR19 Grease and TR19 Air the same requirement?
No. TR19® Grease relates to kitchen grease-extract systems, while TR19® Air relates to ventilation hygiene. They may sometimes be relevant to the same property, but they are different workstreams and should be scoped accordingly.
Can you help if an insurer or fire-risk assessor has requested action?
Yes. Existing insurer correspondence, fire-risk actions, reports, photographs and other evidence can be submitted with the enquiry. The requirement can then be organised so that an appropriate independent contractor or competent professional can assess the technical work within its own scope.
What if my town or city does not yet have its own EC location page?
Use the relevant regional page or submit the requirement directly. A dedicated location page is not required before EC can consider the enquiry, and contractor availability remains subject to the actual site, scope, geography and programme.
Submit a commercial kitchen extract requirement anywhere in the UK
Send the site location, what has triggered the requirement, your timescale and any report, certificate, quotation, photographs or system information already available.
You do not need to prepare a new technical specification before contacting EC. The information already available is often the best place to start.
