The starting point depends on the problem. A commercial kitchen that needs extract cleaning is different from a general ventilation-hygiene requirement. An inaccessible duct run needs a remedial access solution rather than another incomplete clean. And where the physical work has already taken place, the immediate issue may be the quality and clarity of the report rather than the cleaning itself.

These are the two principal technical workstreams. They deal with different systems and should not be treated as interchangeable services. Independent appointed contractors remain responsible for the technical assessment, safe working method, physical work, reporting and certification applicable to the job.
TR19® Kitchen Extract Cleaning
For commercial kitchens where grease-extract cleaning is due, inspection has identified grease accumulation, or an insurer, fire-risk assessor, maintenance programme, reopening or refurbishment has created a requirement for action.
The useful scope follows the relevant extract system rather than stopping at the visible canopy. Depending on the installation, that can include the canopy, plenum, ductwork, risers, fan and discharge. Access limitations, excluded areas and the evidence expected after the work should be understood before the contractor is appointed.
Typical requirement: define the system to be addressed, establish known access conditions and appoint an independent specialist capable of reporting clearly on what was completed and anything that remains outstanding.
TR19® Air Ventilation Hygiene
For general supply and extract ventilation systems where internal cleanliness, inspection findings, planned maintenance or ventilation hygiene needs specialist attention.
This is separate from kitchen grease extraction. Requirements may concern general ductwork, air-handling plant, grilles, diffusers and other accessible airside components within offices, education, healthcare, industrial, hospitality and other commercial or public buildings.
Typical requirement: clarify which ventilation system or area is involved, why inspection or cleaning is required, what access is available and what reporting is expected from the appointed ventilation-hygiene contractor.
Reports, evidence & inaccessible systems
Some requirements cannot be resolved simply by arranging another cleaning visit. The obstacle may be unclear documentation, an unresolved exclusion or a section of the system that technicians cannot physically reach.
TR19 Report & Evidence Review
For organisations that already have reports, certificates, photographs or contractor records but cannot easily see what was completed, what the evidence relates to, what was inaccessible or what still needs attention.

Kitchen Extract Access & Remediation
For systems where ductwork, risers, fans or discharge points cannot be reached properly for inspection, cleaning or evidence collection.
If a previous report records inaccessible sections, missing access or a partial clean, commissioning the same work again without resolving the cause can simply reproduce the same limitation. The access problem needs to be identified clearly and the appropriate competent specialist asked to propose the necessary remedial or enabling work.
Typical requirement: turn “inaccessible” into a defined problem covering the affected section, physical constraint, proposed access solution, responsible trade and the follow-up inspection or cleaning needed afterwards.
Contractor assurance & commercial coordination
A credible-looking quotation is not enough on its own. The proposed contractor needs to match the actual system, work type, access conditions, operating constraints and evidence requirements of the site.

For facilities and procurement teams comparing contractors, checking a proposed supplier or trying to understand whether competing quotations cover the same job.
Relevant checks can include the contractor’s legal identity, applicable competence and VHR status where relevant, insurance requirements, system scope, access assumptions, subcontracting arrangements, working restrictions and the records expected at close-out.
