TR19® Grease, TR19® Air & Ventilation Terminology Explained
“TR19” is not a useful generic label for every ventilation, ductwork or extract problem.
BESA now separates kitchen grease extraction from general ventilation hygiene through two distinct specifications: TR19® Grease and TR19® Air. Other systems—including process local exhaust ventilation, specialist healthcare ventilation and fire dampers—can sit under different technical guidance altogether. Correct terminology helps the client appoint the right specialist and request the right evidence.

Grease is kitchen extract. Air is general ventilation.
For current BESA terminology, TR19® Grease is the stand-alone specification for managing fire risk associated with grease accumulation in commercial kitchen extraction systems. TR19® Air is the specification for internal cleanliness and hygiene management of general ventilation systems in commercial and public buildings.
The two workstreams can exist in the same building, but they should not be treated as interchangeable. A restaurant may have a kitchen grease-extract system covered by TR19® Grease and separate supply/extract ventilation that falls within the TR19® Air workstream.
Older documents may use TR/19 differently from the way BESA uses TR19® today.
BESA’s history of the Vent Hygiene Register explains that earlier editions of TR/19 were broader ventilation-hygiene publications. The second edition also included kitchen-extract guidance, but kitchen extract was not covered by BS EN 15780 in the same way as general ventilation.
BESA says that in the third edition, Section 7 was withdrawn and superseded by the stand-alone TR19® Grease specification for fire-risk management of grease accumulation within kitchen extraction systems.
The current terminology therefore separates Grease and Air clearly. When reviewing an old contractor report, specification or tender, check the publication date and the system being discussed rather than assuming an historic reference to “TR/19” means exactly the same thing as a current TR19® Grease or TR19® Air requirement.
Fire-risk management of grease accumulation in commercial kitchen extraction.
BESA describes TR19® Grease as the definitive specification for managing fire risks associated with grease accumulation in commercial kitchen extraction systems. It defines best practice for inspection, cleaning and fire-risk management of kitchen-extract ventilation.
The workstream follows the kitchen extraction route rather than stopping at the visible hood. BESA’s current January 2026 guidance describes the complete system as including canopy, fan and full ductwork route and explains why filters alone do not prevent downstream grease accumulation.
TR19® Grease is not itself fire-safety legislation and it is not a replacement for the premises fire-risk assessment. It is a specialist technical specification that can support the organisation’s wider fire-risk management.
Internal cleanliness and hygiene management of general ventilation systems.
The current TR19® Air specification was published by BESA on 3 March 2026. BESA says it sets out best-practice standards for cleanliness of ventilation systems in commercial and public buildings and is intended for building-services engineers, facilities managers, maintenance contractors, specifiers, consultants and specialist air-hygiene companies.
The March 2026 update references the Vent Hygiene Register, contains a new post-clean reporting section, reflects the updated BS EN 15780 framework and adds information on ductwork sensors. BESA expressly notes that grease fire-risk management in kitchen-extract systems is covered separately under TR19® Grease.
It is the general ventilation-hygiene specification. The system type and purpose should be identified before anyone decides which technical framework is relevant.
VHR is the contractor assurance and notification framework—not another name for TR19.
BESA describes the Vent Hygiene Register as the UK’s official register for ventilation-hygiene contractors. The current scheme has separate Grease and Air work types. Approved contractors undergo audit and can notify applicable completed works through the VHR platform.
BESA says VHR members’ notified work can be supported by a digital certificate, creating an audit trail. Its current member guidance refers to Full or Partial Clean certificates and requires applicable Grease works to be notified in line with the scheme.
For a specifier, this means three different ideas should remain separate: the BESA technical specification, the contractor’s VHR membership/status, and the job-specific report/certificate or notification returned after work.
Ask what the speaker actually means.
“TR19 certificate”
This phrase is commonly used as shorthand, but the document needs identifying. Is it a contractor hygiene certificate, a VHR Full/Partial Clean certificate, a VHR membership certificate, a post-clean verification report or another record? Ask for the actual document and system reference.
“TR19 compliant contractor”
If the procurement requires VHR, verify current approved status on BESA’s live register and check the relevant Grease or Air category. Do not rely only on website wording, an old badge or a previous certificate.
“Duct cleaning”
This says almost nothing about system type. The duct may belong to a kitchen grease extract system, general ventilation, local exhaust ventilation, a specialist healthcare installation or another service.
“Ventilation cleaning”
Identify the system purpose before assigning a standard. General ventilation hygiene can point towards TR19® Air; kitchen grease extract is a separate TR19® Grease discipline.
“Extractor fan cleaning”
The fan may be only one component within a longer kitchen-extract route. If the requirement concerns the system, confirm what happened to the upstream ductwork and discharge as well.
“Air hygiene”
Usually refers to general ventilation-hygiene work, but the phrase still needs system identification. It should not be assumed to cover every indoor-air-quality or specialist ventilation issue.
Kitchen ventilation design and installation are not the same thing as grease-hygiene cleaning.
BESA describes DW/172 as the definitive industry standard for designing, installing and maintaining commercial kitchen ventilation systems. The current publication is the 2018 second edition with a May 2024 addendum concerning fire-resisting and smoke-control ductwork.
TR19® Grease focuses on grease accumulation, inspection, cleaning and associated fire-risk management. DW/172 addresses the wider ventilation installation. A report that identifies poor airflow, unsuitable system design, fire-resisting ductwork questions or a need to alter the extraction installation may therefore require an M&E or ventilation-design specialist rather than another cleaning visit.
Local Exhaust Ventilation controls hazardous airborne contaminants at work.
HSE uses the term Local Exhaust Ventilation—LEV—for extraction systems designed to control airborne contaminants such as dusts, mists, fumes, vapours or gases at source and protect people from exposure.
That makes LEV a different technical workstream from ordinary general ventilation hygiene and from kitchen grease extract. HSE’s current LEV guidance covers design, commissioning, examination, testing and maintenance, and HSG258 remains its detailed guide to controlling airborne contaminants at work.
A food factory can contain all three: production LEV, general ventilation and a staff-canteen grease extract system. Calling all three “TR19 duct cleaning” would remove the very distinction needed to appoint the right specialists.
If the extract exists to control hazardous workplace contaminants, identify it as LEV and obtain competent LEV advice rather than automatically routing it into TR19® Air or TR19® Grease.
HTM 03-01 is not simply another name for TR19® Air.
NHS England’s HTM 03-01 provides comprehensive guidance on legal requirements, design implications, maintenance and operation of specialised ventilation in healthcare premises providing acute care. Part A addresses design and validation; Part B addresses operational management and performance verification.
Scotland has SHTM 03-01, with separate Parts A and B addressing design/validation and operational management/performance verification. Wales also maintains healthcare technical memoranda through NHS Wales.
Some non-clinical general ventilation within a healthcare estate may involve ventilation-hygiene work, but EC should not decide that TR19® Air applies to a specialist clinical system or substitute a TR19 report for healthcare ventilation validation or performance verification.
Different-looking systems may also sit under different technical frameworks.

Not everything inside ductwork belongs to the ventilation-hygiene contractor.
Fire dampers are a separate passive/fire-safety maintenance discipline, with their own inspection, testing and installation guidance. A kitchen-extract or ventilation contractor may encounter them or identify concerns, but that does not automatically make TR19® Grease or TR19® Air the controlling technical standard for the damper itself.
The same principle applies to fire-stopping, structural alterations, asbestos, specialist access, electrical isolation and other work that can sit around a ventilation job. A strong specification identifies when another competent trade or professional needs to take over.
Describe the system first. Apply the specification second.
When the incoming instruction is vague, the first commercial task is to identify what system is actually involved. That prevents an estate team from sending a general ventilation issue to a Grease contractor, a process LEV problem to an air-hygiene cleaner, or a healthcare ventilation-performance problem into a routine duct-cleaning workflow.
Once the system purpose is understood, the appropriate competent specialist can confirm the technical framework and work required within their scope.
